Me too Please :) 4070 for me as well
Try enabling Hardware-Accelerated GPU Scheduling in Windows 10. Press Windows key on your keyboard and type "graphics" and press enter Graphics settings menu should open.
In the Graphics settings menu toggle the "Hardware-accelerated GPU scheduling" option. Restart PC.

have 4070ti super, have no problems turning it on, maybe you have AMD fidelity on or your drivers are not upto date

Great suggestion, but AMD fidelity is turned off and my NVIDIA drivers say they are "up to date". Hm....

Take yourself out of full screen windows mode, and place it into full screen only

This is only to use Frame Generation, you dont need that on for regular DLSS.

I had the same issue and just fixed it! After looking for a solution, I found this on Reddit:

https://www.reddit.com/r/PlaySoulMask/comments/1chq44u/how_to_enable_dlss_if_gpu_is_capable_but_option/

1. Go to C:\Users\USERNAME\AppData\Local\WS\Saved\Config\WindowsNoEditor

2. Open GameUserSetting.ini change to the following lines

bGameSettingFSREnable=False
bGameSettingDLSSEnable=True

I then had to go to my Steam Library and Launch from there. I was given the option to select which directx I wanted, and selected 12. The DLSS option is now visible!
