Shoot them full of bullets

Any tips/hints on getting this achievment? I've used auto weapons, shotguns, and even the low powered pistol, to no avail. I've shot the hat off dudes, then shot them in the body, and even used the pistol on SWAT guys. Scratching my head here...TIA.

I have determined the solution - keep shooting the enemy even after they're dead. Use an automatic weapon.
