Hi, i cant seem to get this. Is it broken? Any idias on how to get it? Anyone got it already?

I know writing in this thread is heavy necromancy, but I was looking for any help on this achievement some time ago and couldn't find it, so maybe this will help anyone.

Firstly, I just got it today, so it's not broken (at least for me, as of 21 february 2019).

What you need to take notice however, is that Planetary Shields, and Battlestations DO COUNT towards your naval capacity. So if you have 3 Ships AND Battlestation on one of your systems, game counts it as 4 ships, and therefore no achievement. I figured it out after I didn't get mine last time.
