How do you unlock the newest character?

Since the new update is released how do you unlock the newest character?

You can unlock variants by leveling up the base character. For Mako, you level up Paco.

The placeholder for Dead Cells was added to the game in this patch, but the character himself isn't out yet. He will be soon though. When he is out, he'll be available right away.

I level up Paco to level 3 and still have Mako locked, and the rest of things that I unlocke playing Arcade Tower still locked. Is there any bug?

Check the "Objectives" section on the main menu to see if you have any unlocks to claim.
