Open World or not?
In the tags it says its open world but in the reviews the people say it doesnt have an open world. Im confused

It's basically a one big loop around the city. You leave your garage, select where you want to start your drive, race various vehicles. Once you are done, you press a button to return to garage. As you drive around the loop, you unlock more exits and parking lots, which essentially act as hub areas where you can talk to various NPC's. So technically it could be considered an open world, albeit a very limited one. You can go whatever direction you want to and race whoever you want to race, but at the end of the day, it's just one big highway loop.

Yeah, nightrunners took inspiration from this game series. Its just unfortunate timing both games came out at the same time. The series took its time coming out with this title (earlier releases coming out on the ps3 back in 2007) so its been quite some time.
Even longer then Skyrim to its newer game

In the technical sense, yes, this is an open-world game - the player roams the map looking for challenges, all of which take place on that same map.

Is it less "open" than something like Forza Horizon or even NFS Underground 2 in that you're limited to just the highway system? Yes. Is it still an open world? Also yes.
Technically you could call it open world, but it does not have the same freedom or scope of what you typically get from an open world driving game.

That said, other open world games typically have shorter highways, and a more significant emphasis on various activities, while this focuses on the highway battles and nothing else. It does not feel like an open world because it is an expressway, and you are stuck on a specific route for the most part. Yes, there are various loops, but you'll spend most of your time railroaded down the track.

Not all games need to be the same, so it's not a big loss here. But I understand why some would say it is not an open world; it won't scratch the itch for people looking for the freedom many games offer.

several different streets but yes essentially one giant loop of a highway

Open world closer to the way NFS Underground 2 is. You can free roam but you have to stay on the road, with the caveat that you cannot change directions, only at two specific Parking Areas, on the top and the bottom of the loop.
