Every Car's Maximum Speed Metric Rating
I went though each and every car currently available in EA version 0.10.3 as of this posting and purchased every upgrade that increased its Speed Metric rating. For all cars, level 3 LSD has no change, and nitro system gives negative rating so those upgrades are skipped. This list is in order of highest to lowest:

Lowest Speed Metric

EDIT: I later learned that the Speed Metric number can change based on tuning settings, so do not put much weight on this list or use it to directly compare cars.

Gear ratio tuning changes all of these numbers btw. My WRX GC8 has a speed metric of 467.

Indeed .

There's no replacement for fine tuning. I never run stock gear ratios.

Useless list. My GC8 has a speed metric of 470. Tuning is absolutely vital and different setups have completely different applications.
GC8 is the fastest car in the game, when you mod the save files too.

So it can be usless becouse my rx7 with changed gear ratios has more speed metric than r34 with tuned ratios and feels faster in terms of high speed acceleration
cool you can read

Cheating does not make the fastest car just makes you a cheater

If you didn't notice, I wrote the article dip sh*t. Also when you've completed the game, its fun to play around. Nobody has cheated if you already beat it legitimately.
fc and mk3 are way too low on that list, genki needs to make some changes

How are you getting different Speed Metric numbers? Right now I'm changing my R34's gear ratios, returning to the garage screen, and the number didn't change at all. Am I missing something?

Change car after settings or go race and back to garage.
Thanks! Looks like this may be a bug then. Not only that but Genki should probably make the car's stats be visible while we're adjusting settings so we can see the change in realtime. I had no idea the Speed Metric could change based on tuning settings. Regardless, I feel that my list may still be somewhat useful as it shows the baseline Speed Metric after upgrades. Of course, no way will a Daihatsu Copen shoot up into the top 10 after some tweaks.
Tuning affecting Speed Metric makes it painfully hard to compare cars to each other. It seems like tuning towards top speed matters more than anything else, which is the opposite of what you actually need in most races (highest possible acceleration).
