Maybe don't have daytime as the majority of underground racing culture always happens in the late hours to avoid civilian disturbances. It would remove from the style of it. I like the dynamic traffic based on the time of hour or day in the week- would also make for interesting gameplay, maybe something that can help defeat more difficult bosses. A time-limit to gameplay also would be fun as you can't waste time at the PA's too much of you will miss out on that night's opportunities. Some bosses would disappear or such, would be interesting.

I can agree that keeping the style/ culture for real - keeping it within it's origin is the best.
However, how about a time-mode. Where in 24h. cycles weather/ time related challenges take place. Daylight driving (training/exploring) in essence - no racing. This way it adds a feature but the game keeps the priorities clear and separated.
The parkings indeed are a great addition and could in effect be more extended. Thinking about bonus content about legends and history. Interviews, magazines, pictures and video's unlocked while progressing. And also, like you mention adding time limitations.
Adding more consequence to the game in general is always good. Makes it more difficult. Bosses should be made more difficult to unlock and find. All the former can help with this. Beating times, finding clues and such can all contribute.
But i agree. I too was longing for better weather and a day/night cycle for years.
