My personal list of feedback and improvements for the game
This list is not in any particular order, and I will continue to update this list as I think of more.

1. Chase cameras follow the yaw of the car too strictly, making them feel stiff. They should blend a bit more between following the yaw and following the direction of travel.

2. The effect of downforce - especially at higher levels - is too strong. While this isn't too much of an issue at the game's current stage, when it comes to the later body upgrades the downforce becomes so strong the car continually bottoms out and feels absurdly grippy. Maybe reduce the effect of downforce by about half of what it is currently.

3. To add on to the previous note, I think downforce and drag should be tied to aero parts, or at least be able to make adjustments to the level of downforce if you have aero parts installed. For example, if you have no aero parts installed, upgrading the body will give more downforce, but only a basic amount. If you add an aero part (e.g. a wing), it will unlock a tuning setting for downforce level, and increase the maximum level of downforce. Each aero part added on will additionally increase the maximum level of downforce as well as the setting limits. This is a purely subjective idea.

4. Wallet limits being tied to perks feels very restrictive. In the early stages of the game it's difficult to save up for a car you want in addition to having enough money afterwards to customize it. There have been times where I felt forced to spend money on things I didn't need because I would otherwise reach the money cap. I think the wallet limit should either be increased or removed entirely.

5. Some cars' performance metrics don't make much sense relative to others. For example, why is the ND miata one of the starter cars, and yet the NA miata, which is unlocked right after that, is considered faster? Shouldn't it be the other way around, having the NA as a starter car and the ND as one of the later miata unlocks?

6. More starter car options please.

7. I'd like engine temps & cooling to be re-added. Though personally I think as long as your cooling upgrades are good enough, you shouldn't overheat. It was a nice detail in TXR3 to manage temps.

8. Please add the trip and odometer stats back to the UI. I'd like to see how far I've driven in a run, as well as how much I've driven my car total.

9. Difficulty feels a bit forced/imbalanced. The game is much easier if you unlock and buy the highest tier car available to you, but much harder if you want to stick to one car for the whole game. I think lower-tier cars should get more upgrade options relative to the later-tier cars at a given stage, so they can still be competitive and the player won't feel forced to buy a new car and stop using their favorite car.

10. It would be really nice if we had the option to save and export/import livery designs, as well as sharing on the steam workshop.

11. For the livery editor, being able to input exact RGBS values or HEX value when selecting a color would be a huge improvement. Additionally, being able to save a chosen color to a palette to pick from later for another livery.
Being able to copy/paste one or a group of vinyls to different parts of the car, or even saving one or a group of edited vinyls to pick from and place on a different car.
Stamping an edited vinyl to continue placing an identical copy would be great.
Add the ability to paint body panels different colors rather than choosing just one color for the whole car.
Being able to place vinyls on windows would be nice.
I think slider limits for scale/rotation of vinyls should be removed. Some vinyls I can't make small enough for what I want, or I can't stretch a specific vinyl long enough to cover the whole car.

12. Car customization:
Would be nice to have varied pricing for the parts, doesn't make much sense for iron rotors to be the same price as carbon ceramic rotors. Also, a lot of the parts are a bit too expensive, limiting the viability of customization in the early stage of the game.
More body kits & widebodies please.
More color options for wheels, or just let us pick our own.
More color options for brake calipers.
A simple carbon fiber option of the stock bonnet would be nice.

13. Car sounds. Yeah this has probably been talked about a lot. I don't think they're bad, my main issue with them is how little they change when upgrading the car's performance. I think exhaust upgrades should have more of an effect, they all sound like the car has a stock muffler on it.
Also, chase cameras make the sound too low-pitched. Hood camera has the right sound, but it sounds so dull and toned down in chase camera.

14. I think carpark hints are a bit too common. The perk that increases the chance of a hint seems to be the most useless at the moment.
