Yeah, that's precisely and only because they wanted to secure car licenses, did you even read what you wrote yourself?
The series is based around the Japanese expressway racing and touge scenes. All the nonsense explanations for why it's not illegal in-game (like the "futuristic enclosed mountain roads" in TXR Drift games) were always just a way of getting around car manufacturers who didn't want their vehicles associated with street racing.
Comparing a street racing series to a game about official closed track racing, just because "technically both are legal in-universe", is dumb. These are two completely different flavours of racing games.
Well it's all cool and all but you both don't even own the game, so i'm already receiving different signals here from this whole arguing point.
So what you are saying about how "nonsense" is all that, actually doesn't matter at all. Why? Because it's here, and it stays here. It's a thing afterall, it's a part of game. And just because you perceive it as something "different" or "illegal" from your perspective, doesn't make it any different in general and for game itself. Do you see where i am coming from?
I'm talking about games, yeah. Not about reality itself, Prostreet itself wasn't totally legal in all regards(Shocking, right? I don't think someone will ever allow going >=250mph/400km/h on general public roads).
Even if previous entries of this series didn't had it so EXPLICITLY shown and were different(And even so, if you remember Yellow Official Vans from TXR3...it was again a thing), it's all technically considered legal. And nobody in right or power can change it, except for developers themselves.
It not about the theme itself, it's about the state of things. And if they somehow convinced someone who doesn't allow something in one thing, to somehow allow it in it...then it's only because it's an entirely different thing. They still didn't changed their stance on previous thing.

Lot of speed, few technical turns, traffic to avoid. But there's no police and you play 1vs 1 instead of doing lap races.
But honestly it's a kind of game for who liked the nfs games (at least until the 3)
