as for the upgrades, it's better to make it unlockable behind both specific teams and stages.

Exactly. Having two conditions to unlock something is an overkill. Since cars are locked behind rivals/boss progression, you don't need the perks. Same for car upgrades.
It is a valid idea, skill trees and perks are usually used for abilities/enhancements. And since cars and upgrades are already locked behind progression (you have to defeat certain bosses to have access to them), unlocking them in the skill tree with perks is kind of an overkill. Not game breaking, maybe unnecessary...
also having perk points and progressions to unlock things is overkill to some people. not to mention how easy it is to softlock the game's progress by doing so...
Mixing the two makes the game stoopid and frustrating asl: you can be in a situation where you have a truckload of money but nothing to do with it or a truckload of BP and nothing to unlock with it.
Just need to remove the boss requirement lock behind the perks and all should be fine, imo. Getting BP is going to take time one way or the other, so why not let us just unlock things naturally, as we get the BP from races(?). It's far more of a organic experience that way, imo.
I don't agree with this, since then people could literally just slam all their points into max power, blast through the entire game, then start complaining it's too easy and then we might end up with a massive un-nerfening making everyone pre-nerf Angel, getting others to complain it's too hard again.
The boss locks are there for balancing and the game should at least stay balanced where the bosses for each stage at a minimum are a challenge, even as it is, they really aren't, unless you try to challenge shuwa or warrior in a kei car or something
Honestly the system is probably the best idea Genki has had for progression in the game series but it definitely needs to be tweaked a little bit more... like off rip, I can get the modern MX-5 but have to unlock the old 90s one which is arguably worse, kinda odd.
