3 Cheater Rivals and HORRID Balancing with an Easy Fix: Thoughts after 100% completion

There are 3 rivals who are absolutely not within obtainable power limits and can only be beat by luck with traffic or luck with race location (As the AI is poor around corners).

Most well known is Melancholic Angel who's RX8 sports around 100 PS than your RX8 can with all upgrades and nearly 200 more than you can have at that point in any car due to all the upgrades/better cars being locked behind the final boss (A decision I cannot understand).

But those with Cheat Engine or an ABSOLUTELY ABSURD grind may have discovered the last two Wanderers are also filthy cheaters. The easier one is Impatient Princess (Leave your car on auto-pilot overnight a time or two), who sports an Evo 5 with 507 PS while you cannot take yours past 411. You can hit 435 is a Supra RZ but as far as I know that is the most you can do.

The last one is by far the biggest cheater in the game and the most obnoxious grind in the game (Hooray Cheat Engine for letting me skip that absurd mess, beat the final boss 100% legit but used CE to boost Total Earnings and Cash after clearing Cinderella so I could get to the final Wanderers and mod the cars I wanted to drive freely). Your Toyota bB can't even hit 300 PS, but Highway Gambler can somehow hit 500 in his. I firstly cannot understand why the final super boss is in such a terrible car, but the fact he cheats so shamelessly is beyond belief.

This is absolutely ridiculous, especially considering besides the actual final boss barely anyone has even 300 PS. Turns out every single racer in this game is just a ricer with factory tuned engines and an unmodded Savanna RX-7 with just over 200 PS will decimate the rival roster save for a dozen or so actually tuned cars.

If all the fun cars and decent upgrades weren't locked behind the final boss Genki could give the rivals some actual horsepower mods, and either bring down the 3 cheater rivals or preferably make it so the upgrades actually matter (Spending 5,000,000 for just 100 extra PS is rather silly, especially when in TXR:0 the Skyline R34 could easily break 900 HP with full mods while here it caps at 405 PS)
