What do I do next?
I beat everyone except Setouchi Noodle Artisan, Immortal Clown, Wind of Napoli, because I don't have the requirement. The guy in the PA who only races in a fairlady Z. I beat rebirth of the legend, rise of the new generation. All i have left is return of the bastards and it's 1/2. The thing is, I can't get any new racers to show up. The icon shows commander, but I can't get any more of his crew to show up. And yes, I beat Angel, Polaris and everyone else. I guess I need to race Cinderella past midnight, but I can't find her nor can I progress.

Check the parking areas.

I did, I beat everyone in the Parking areas. Except those that have requirements. Unless I'm missing a PA. I have three unlocked, are there more?

you did not follow the correct order too things hahahahaha.

now your stuck. this was a big thing in the older and original games.

now your faced with mindless driving around or start a fresh game.

i suggest you keep to the proper order to things then the game will keep giving you race after race.

I got it. I missed two PA's. Which is weird i looked through the whole map twice and didn't see any grey undiscovered PA's. Anyways, it showed up after i went to look again and battle everyone that I needed to. I beat the game. Now to just beat the remaining wanderers that have requirements.

Race someone from commander again, then the leader should challenge you. After that a boss should be unlocked. After the boss new challengers will appear.

For Setouchi Noodle Artisan, your car needs a Kagawa plate. (Use Google translate on the screen to find the Kagawa prefecture plate code.)
