Is there anyway to "upgrade" without get into the technical details?
I bought some parts in the garage but it seemed I need to tune the things like "gear ratio" or "suspension setting" in order to get better performance. I am not car mechanic and no way I know about those technical terms. Is there any hints of descriptions of the parts which I can easily tell which one gives me what performance upgrade?

Gear ratios are simple:

Lower gear ratio = better acceleration, lower top speed
Higher gear ratio = worse acceleration, higher top speed

Suspension settings are a bit more complicated, I recommend just messing around with it a bit and finding something you like.
The technical details and learning about all of it is part of the experience. Most of us that do understand, appreciate that it gives us an edge. You can spend some time learning about this type of stuff on youtube. Once you understand it, it will be a lot more fun.
Buying the parts with give you an advantage out of the gate. Transmission will make shifting faster, and suspension will make handling more grippy and responsive. The tuning is just there so you can tweak it IF you want to, but by default you don't have to.

Some people want quicker acceleration at the sacrifice of top speed, so they shorten their gear ratios, or they want more top speed at the loss of acceleration, so they lengthen the gear ratios.

Some people like hardened go-kart feel so they stiffen their suspension and other people like the feeling of piloting a water bed so they loosen their suspension. One of the most extreme examples of suspension tuning is "Jelly Cars" from the Forza games in the early 2010s, where the cars were so bouncy that you could roll them easily.

It's a learning curve full of trial and error. Experiment around and get a feel for what you like!

the game itself provides quite basic guides on how to tune or use certain parts of the tuning menu. by default while using controller, you can access it by pressing LS. last i checked, it applies for almost each menus. it can be a good start to learn about the settings.

as the handling of the game itself is quite forgiving, i think you can still progress nicely even though you're just installing the parts without doing the settings.
its funny you say that cause TXR was one of the games that got me to learn. Its early access but they usually put tips and hints to let you know how to tune. This is one of the things that make it great. You need to kind of know what youre doing, but not really once you get to the higher levels.

you can kinda google suspension tuning cheat sheet and kinda work from there. Setting the front / rears depending on the handling feeling you want

One of the simpler things anyone can do is when you get a new suspention, go into aliegnment and lower the car ride. That lowers your center of gravity and makes the car turn better.
Heres a little cheat sheet:
Front camber -2 or -3, rear -1 or -2.
Front spring rate 2 or 3 harder, rear 1 or 2
Front dampers 2 or 3 harder, rear 1 or 2
Front ride height -3, rear -2
Generic enough to be applied to any car and make it handle sharper

Transmission is pretty easy this time around. Ignore everything but the last gear ratio (whatever is last before final drive). Move it forward or back until the top speed figure stops increasing. Its only going to be a small difference in top speed (going from 138 to 143 for example), but it'll help.

Ideally you wanna go watch a video or two on how to do transmission tunes for this game, and then go mess around with them on the PA closest to Wangan B (the long straightaway headed to and away from the airport). If you want to learn suspension settings, just start with everything or minimum or maximum, hit the PA closest to the C1 outer and run around, go back, put everything to the opposite of what you just did, repeat, and try to find whatever feels best to you in between. A car you can control predictably and easily > any pro level new math suspension tune.
