How to unlock more car and tuning part

I have race most of the racer on the map and some of them are lvl 13 or 21 which are unbeatable. Where can i find those guy

I have the same problem, I have the fastest car but I still can't beat the last driver because he's way too fast "melancholic angel" and I don't have any engine noise. I'm curious when this will be patched.

current stuck at lvl 5 with my GT86 i buy this game to drive 350z and Supra A80 but the progress was stuck

I just beat all those drivers at lvl 3 no problem. The highest driver was lvl 7. I don’t understand how you’re stuck or seeing high level drivers..

Since I found this question on search result, I might as well answer it to help anyone else who finds it.

If you're looking to unlock things, you'll need to go into the Perks menu (left of Garage). Unlockables are found there but require BP. Cars can be unlocked on the Machines tab of that menu.

I had to look up a video to find out. I find it odd how this is either never mentioned beforehand or easily missed.
