Did I miss on something? or is the game bugged?

Have you returned to the garage and skipped the day? Usually rivals are refreshed once you go back in and then out again, and make sure to check the map before you head out of the garage to see where they're located

Just go to tatsumi parking, there is 2 guys u should beat, after that the last one showed up on the map

check all the parking garages. i had same issue.. some like to hide in there

is right, i was stucked too and i will have just to beat 2 rivals on his PA and you'r able to see the others on the map

When you see a PA you can legit see a tool for a mechanic hiding there, the letters "Vs" when there's new opponents and the regular chat for wanderer clues.

seems like you havent discovered all of the parking areas. You have to discover them first as they are in those parking areas
