i have:
deadzone: default (for now)
steering speed to lock: .8
steering speed to center: .8
still sensitive. wish there were more settings, like a sensitivity setting.
I also dislike the controls. I just wish they felt like they did in the Dreamcast versions. Instead they feel like the PS2 versions unfortunately. I hope they fix it.
These are the best settings I could get:
Handing Dead Zone: 2
Handing Response Time: 1
Handing Return Time: 0.3
Set Dead Zone as low as you can go (without stick drift).

Turns out it's just the starter Miata that was the problem! I bought a Nissan Silvia and now it handles perfect!
Handing Dead Zone: 1
Handing Response Time: 0.5
Handing Return Time: 0.0
Handing Dead Zone: (whatever your preference is, but i personally keep it very minimal)

Handing Return Time: 1
I've been playing on a PS4 controller and the controls feel practically perfect in the way it turns and moves

And driving in the first person view helps because the chase cam being so glued to the bumper makes the world move around instead of the car and adds to the twitchy feeling.
With these settings on a good PS5 controller, it's playable.

I'm really getting the hang of it now, these settings are good and the rest was just getting used to the feel of the game.
