Tokyo Xtreme Racer
Is this anything like Midnight maximum tune?
It does not have to have the same physics, but does it have progression / replay ability?

Also does it have wheel support, with force feedback? Not a deal breaker if not.
I'm just looking for a fun arcade racer that runs on my aging GTX1060 and love driving the Tokyo highway mod in Assetto Corsa.

It is similar. Closest thing we got to MaxTune on console back in the day. It's considered a car RPG of sorts.

As far as wheel support I have no idea. I will be finding out very soon.

It is early access so if wheel support isn't there on launch it will hopefully be added eventually.

In a sense yeah. After all, Genki served as a support developer for the Maximum Tune series for a while.
It does have wheel support but, it seems it needs polishing. The fact it detects wheels at all is surprising so I think it'll improve with patches.

rocking the Max Tune OSTs to this game always my favorite thing to do back on Dreamcast/PS2/Xbox 360. I continue that tradition with this release and it's glorious.
