I might be wrong but I'm pretty sure that Marvel HATED his inclusion in the original japanese release because Capcom added him without their consent, so there is also that and why he never made it pass the arcade and psx japanese versions.
I looked up the Japanese rom on Youtube and he's there. Also, he's a fictional character created by a comedian, not a self insert.

It doesn't matter if he is a fictional character when he is a real dude that actually exist, in fact, if he is just a fictional character then that's worst because there is, as I said, license issues, the game is crazy as is being a collab between Marvel and Capcom and out of nowhere comes a third license for just a joke character that Marvel didn't even aproved to begin with.
That's the version the main site says the collection's going to use!
Someone else posted a video here just now and I already confirmed he isn't on the official sites' roster.
This is the first I'm hearing of Marvel greatly opposing this character, but Marvel has changed considerably in the past years. Also, I don't think a guest character made specifically for the game and no place else is going to be the licensing nightmare people say it is, especially for some of the richest companies in the business.
Disney runs the show now, don't forget. The fees would be chump change for them if it meant more sales down the line, which it would.

It's going to use 970707 but it's going to be moded, they are making Cyber Akuma playable, that wasn't a feature in 970707, so can you say the version of 970707 in this collection and the og 970707 from that video are the same? Answer: no.

Search for that image wherever you want, you will always see Norimaro in front of Dhalsim, this is the very first time he isn't there. And before you say it, no, the US release of the game in arcades didn't used that artwork.

And speaking of the US release, the website says ROM Version: JAPAN 970707 / USA 970707
Same version for both territories, they are gonna let Norimaro in the US version? Answer: of course no.
And one last thing... MY DUDE, YOU REALLY THINK DISNEY IS GOING TO ALLOW A RANDOM CHARACTER LIKE THAT JUST TO GET MORE SALES??? DAMN XD
Disney is one of the worst companies out there in terms of licensing, the mere reason why X-MEN characters weren't in MvC Infinite, and why MvC as whole has been death all these years, is exactly because of them, so please, don't waste your time giving your trust to the one enemy this franchise has, there is a reason why this collection IS A HUGE DEAL after all.

That's the power of a quick Google search.
As for the Norimaro situation so far, I've went and checked out the latest Japanese arcade version and yes, he's there and selectable, however, if you change the coin settings in the game's test menu to 2 coins or higher, he's disabled from the character select and also doesn't appear after the game's intro and title screen call where the "Norimaro Challenges Impossible" would appear. (Not affected if Free Play or 1 coin settings are set. You can select him normally that way.)
However, after checking the the official site of the MVC Collection in JP text, they don't mention anything about Norimaro anywhere (which they could have mentioned on the "Changes from Original" section, but they don't), the play demos though (in a YT vid) for that version does not mention the copyrights and its text for that character in the demo play. Doubtful if he's removed completely from this version entirely if Capcom actually went and modified the arcade rom themselves.
TCRF (The Cutting Room Floor) breaks down the regional differences, and most of them have Norimaro specific stuff.

In short, both the demo play copyright credits and the ending credits list the companies and persons involved for Norimaro in the Japanese version. But not in the English version for licencing reasons, most likely. (Though you can still play him in the English Arcade and Console versions with cheats, hacks, mods, etc.)
So yeah, we'll have to wait and see once its out if they actually removed him completely from the collection, or if he's still there in the game's code, but you can possibly access him unofficially. (Either with memory editors, or in the last resort scenario, through modding.)
I'm sure a talented modder can find a way to replace the rom so using him online is possible, but at least we have Saturn emulation for offline play.

Also, relying on modders is dumb, if u want someone to mod it then just go play the og rom on fightcade at that point 🤡 Norimaro isn't even that good, u gonna play him once and move on, MvSF isn't even a fan favorite in this collection (for me it's the best one but I know it's the least favorite of the community so it's likely it will be the 1st one to die).
