I'm having problems getting decent loot at around level 13-14

I had a very good progression of being able to optimize and min-max my weapon components until that level range, and then it seems like I'm both in terms of enemy drops and shops, I'm having serious problems getting better weapon components.

It's making the combat annoying and the progression feel sluggish.

Does anyone else have this issue?
