Nope, there was an online mode back when the game was still using Games For Windows LIVE (so, before the Steam port), but GFWL got shut down and there's no more netplay for BBCT on PC.
If you want to play online, you should wait for the Steam Summer Sales and grab either BlazBlue Continuum Shift Extend (BBCSE, the second game), or BlazBlue Chronophantasma Extend (BBCPE, the third and latest game on PC and consoles). However, please note that there should be more players on CPE than on CSE, since it's the latest entry in the series on PC (and even on consoles).
Also, don't wait for BlazBlue Central Fiction (BBCF, which should be the last BB game), it probably won't come before a while (the Japanese console release is set to the end of the year, so it can take a while before it gets translated AND ported to PC).

As I recall they removed GFWL from game before it was shut down even and released steam version not to mention publisher wasn't even Arc System Works.

The story goes that they lost scripts on how they made multiplayer on GFWL which is why its unlikely they make online for this game so your best bet is ether mods or not getting steam version if its online function you care about that is.

It still works fine I was just online. It's XBL which hasn't, and likely will never, go away. This game is cross platform online multiplayer with PC and 360 consoles if you use the restoration mod. No one plays randomly online anymore though, so you need to pre-arrange matches with someone.
