(You will find it useful to have 7zip http://www.7-zip.org/download.html
because many maps are archived to .7z files, windows can only open .zip.)
When you download a map, you will see the [map name].7z file in your downloads folder. You need to right click on it, select 7-zip from the menu, then select open archive. That will bring up the 7zip file explorer.
If your map has custom object, you will see a folder called [map name] Inside that folder will be a folder called "media" and inside "media" will be a handful of folders like "meshes", "classes", "textures", "levels". If you see all of them, your map has custom objects, so you go back to the "media" folder, right click on it, then you'll get a window where you pick a location to copy the folder to. You need to copy it to the main spintires directory so the path should look like this:
C:\Program Files (x86)\Steam\steamapps\common\Spintires\
you might be asked if you want to replace files in that location, click "Yes to all" and your map with custom objects will now be installed and ready to play when you run the game.

For maps without custom objects, it's a little bit simpler. In your download, you'll need to find 2 files, a [map name].dds and a [map name].stg
Highlight both files, right click, select "copy to"
this time, you need to point the location to the "levels" folder. The whole path will look like this:
C:\Program Files (x86)\Steam\steamapps\common\Spintires\Media\levels\
click ok, and it is done.
