Me neither. If I try to run as administrator and/or in Windows XP compatibility mode, I get the "Failed to find Steam" message.

You can run steam as administrator and then launch COD. It works for me !

Running Steam as administrator stops me from getting the "Failed to find Steam" message when I launch COD2 in compatibility mode, but the game still crashes when I try to change the graphics options. Very annoying.

Thanks. I managed to change the graphics setting via the config file (Steam\SteamApps\common\Call of Duty 2\main\players\username\config.cfg). It is rather fiddly doing it this way, but at least you only have to do it once. I still can't figure out which parameter to change to turn shadows on though.

The strange thing I have discovered is that I can change graphics settings in multiplayer with no problems.

In the Graphics options menu, set the "Rendering Method Preference" to DirectX 9, apply it, and then you can change screen resolution.

Even trying that crashes the game...

I've tried that and it does nothing to the resolution. Also when I do that and launch the game everything else works but the world is greyed out. I can hear the characters and the hud works but I can't see anything because the world is greyed out.

Weird. Are you running this on Windows 10? The above problem is from a few years back, from people trying to run the game on Windows 7. That's why I am still using a Windows 7 machine, cos I like to play some of the older games, and many of them needed a tweak to run correctly even on Windows 7, so I don't know how well Windows 10 copes with them.
