Report a translation problem
Probably when you search Call of Duty there are hidden results due to the filters Steam has. When an user marks that he doesn't want to see X type of content (like gore) Steam automatically hiddens those results.
One way to find the game without unmarking anything on your Steam account configuration: When you are on this page (Discussions forum from Call of Duty 2) on the top right you will see "Store page" or something similar (I don't have Steam in English). Click on it and if you scroll down on the Call of Duty 2 store page you will see Related products. There you should see Call of Duty 1. Also Steam shows on Call of Duty 2 store page some bundles where they sell together Call of Duty 1, Call of Duty: United Offensive and Call of Duty 2.

But on a more constructive level, if you can get a vpn of any kind working, you should be able to bypass the restriction. But even if you do get CoD running, I don't like your chances of finding any populated servers, there's hardly any around these days.
