Is patch switcher allowed here?
Can I get VAC ban for patch switcher?

The version of the game you're playing in is determined by the server. Using a patch switcher only allows you to switch versions easier. You can't even see 1.1 servers if you've loaded 1.3 and vice versa.

When I will get CoD2 on steam I would like to switch my version from 1.3 to 1.2 and vice versa.

On 1.2 I want to play on zombie servers which are not included in 1.3.
And on 1.3 I want to play SnD servers which are not included in 1.2.

That I want to know, can I get ban for changing my local files in CoD main folder.

No. In fact, Valve has nothing to do with bans on CoD2. You can either be banned by PunkBuster if it's enabled or by the server admins who run the particular servers you play on. Switching from one version to the other won't get you banned by either.

You need to ''google'' :cod2 patch switcher: and download program which allows you to switch beetwen patches.

W00 I have found a way to go to patch 1.2.
Go to start, type run, type regedit in he menu that comes up. Click HKEY_LOCAL_MACHINE left, than SOFTWARE, than Wow6432Node, than Activision, than Call of Duty 2. Than right click version on the right and click change Binary settings, you wil get a window with numbers in it. It should say 1...3... on the right. Change that 3 to a 0. Than download patch 1.2, here http://www.gamershell.com/download_13262.shtml. Save it, unpack it in C:\Program Files (x86)\Steam\SteamApps\common\Call of Duty 2. Than go to C:\Program Files (x86)\Steam\SteamApps\common\Call of Duty 2 and run the patch you just put there, than start call of duty 2 by clicking CoD2MP_s.exe in that file and it should work :). I don't know if it will work if you run it in steam, but you can try. :D
