I'm not really experienced on server management for FPS games, but if you just plan to play some private multiplayer matches with friends, you can all use a VPN program, and then get into the same network on it. then someone (preferably the user with best internet and CPU) can customize and start a server in the game (and set the dedicated option as "No"). others can now join the host's server, by using the virtual IP of the network used for your group.
unlike 10 years ago, I'm not playing CoD2 multiplayer anymore and I could have forgotten a couple important things, so you can search video guides on internet telling how to do. if all these sound pretty confusing, then you should check GameRanger. it's a little app aimed for people who play various (old) games supporting LAN feature. GameRanger basically acts like a VPN, but in a much more convenient and gamer-friendly way. there you'll be able to create game rooms, set up a password, chat with other people, and host/join any of the supported online games (CoD2 is one of them).
