Here is the best strategy for those that haven't figured it out:
First phase: Run towards him from either side, jump and release the Tornado spell right in his face. If you do it correctly, his weakpoint will appear right inside your tornado and he will take massive damage. Ridiculously easy phase.
Second phase: Depends heavily on his pattern. I've had him go vertically all the time, which makes him very easy if you time your tornado properly. The harder one was the diagonal pattern. Stay to the sides to avoid the laser. Spam tornadoes and rely on some luck to get in some hits. Focus on dodging the rings. He will go down eventually.
Also, changed my jump to the up arrow key and "up" to an unused key on the keyboard.
