In this case try validating your steam files of the game to ensure the correct version is downloaded.
How i fixed it:
Download the last Visual C++ Redistributable from microsoft
-> for my computer, it is vc_redist.x64.exe
In steam, Right clic the game's name in your steam library. In properties, go to installed files then clic to browse.
Copy the entire name of the EXE of the game you are trying to run.
Rename the vc_redist.x64.exe to the game name : here, it's DriveBeyondHorizons.exe
Move the games EXE elsewhere.
Place the Redistributable EXE in the game EXE’s place.
Run the game from steam and the Redistributable installer should pop up and install the missing files successfully.
Move the games EXE back to its rightful place and enjoy.
