Roof Rack not holding anything

I attached the roof rack outside my starting location to my car, but when I try to drop anything on it, it just falls right through.

Try to put the rack on the ground, let items fall on it and re-attach the rack. It may look like stuff is falling through on the ground but somehow it's still fixed on the rack.

Where do you find the roof rack or do you need to make it? I can’t find it anywhere.

anywhere I had it spawn when you first start the journey sometimes in garages you just have to keep your eye out
