Edit - also make sure to have the two lights inside the trunk, and the one on the roof inside the car as well.
A friend of mine did the achievement without removing the dust. What do you mean by buffing the body parts ? Do you need to have the turbo equiped ?
And I had the car fully assembled but the achievement wouldn't trigger. So I then proceeded to clean all the body parts with the steel brushes, the wheels included, and used the sponges to shine/buff the car. When I attached the last wheel after cleaning it, the achievement completed for me.
I had all of the original parts for like, an hour or so, removed rust off everything, shined/polished everything including hubcaps and rims, even made sure to have the two trunk lights and cab light. Still nothing popped. I ran around until i found 4 brand new tires, swapped them out, still nothing.
I got to a garage and I took apart the entire car down to the shell, made sure everything was clean and every part was on correctly, still nothing.
In a last ditch effort I went around the outside of the garage, found 4 new tires, and put them on and the achievement for the Dada FINALLY popped.
tl:dr once you have all of the parts take your entire car apart, clean/shine/polish everything and put it back together with new tires that hasn't been driven at all. gg
