Tried this on my laptop running on i5 10310U with integrated graphics. overall CPU and GPU utilization is at 90% for this measly laptop cpu and gpu. I usually play this game remotely using an R5 3600 and RTX 3070 but I just thought I could run it in my laptop just for kicks. the graphics still stutter but maybe i've done something wrong with the configuration so I'll try again later.
make sure that you paste the game in appdata in driverhorizont and check if these 3 files are marked to be read-only and on steam add the command with start -USECONFIG and then just start the game, if you change the game settings e.g. to the highest you have to restart the game so that the config you pasted works with the game settings
yes, currently not all options that are here work correctly but as soon as the version of the game in which it will be possible to mod is released, I will provide the appropriate files to run undos for it, but currently 80% of the configs work, these are minor changes but there are many of them, which slightly improves the game, loading physics and multiplayer at the moment
