WHY WOULD ANYONE BUY A MANGA MADE WITH COMIPO????????
A) make something so catchy that people are willing to spend money on it
B) spend a lot of time modding each scene and page so it doesn't look like a copy-paste job
C) spend a lot of time self-promoting, at least at the beginning
D) release material on a fairly consistent schedule
E) etc.

tl;dr You can sell comics made using the software. However, you cannot use characters as trademarked mascots for a business, or sell pieces of the software as your own work.

It seems quite a lot of famous manga artists publish their own stuff there.
If you haven't seen or read real Japanese manga, in it's original form, many mangas are actually pretty roughly drawn. I bought about 15 issues of Shounen Jump - manga for boys weekly publication. Sometimes you'll see manga series where the drawings are like "what? this doesn't look professional at all - did a 12 year draw this??", and it is printed on poor quality recycled paper - no disrespect intended but think 1-ply no-name brand toilet paper quality but a bit tougher. But Shounen Jump magazine was still very popular - had Bleach, Naruto, To-Loveru etc.
By contrast, Comipo comics actually can look quite polished, even before touching up. True, it would be good to touch it up of course, but I think the biggest challenge is coming up with "something so catchy" as @kamikaze9699 says.
