Change eyes, hair mouth, Outfit, etc...? No?
So no custom clothing mods, No creation.. So your just using pre made charectors. With different outfits and couple hair styles?

it has almost everything I would want except more poses and not being chibi and no higher rez saving options.
The link you gave is Flash CS5. That is, the work is equivalent to 'mouse drawing' (vector work), and has no relation to ComiPo where the assets are given for you. If it wasn't for the fact it's game like, it would be easier for most people to simply draw it out. Flash used to be very expensive, now it's rent under contract software, which many people find more annoying than very expensive.
Software like Carrara, Poser, and DAZ have purchaseable assets that allow access to the Z access, and have greater flexibility with their rigs. The downside of course is the cost is greater, the computer requirements are higher, and the time required to complete a picture can be higher. Also, render means how it's drawn, and the cartoon style shading isn't available in all software. Obviously flexibility goes up the closer you get to doing it the 'real' way, with it finally maximizing to you creating it manually by drawing it yourself or modeling it from scratch in a modeler.
ComiPo can import models, so you can model items yourself and then add them to the picture. At that point, you can simply scale their size.
