Locked upgrade for Rogue?

Maybe I'm just missing something, but I have unlocked and purchased all upgrades for all characters except for one Rogue ability that remains locked. It is in the last upgrade in the 2nd row. There is not an unlock condition anywhere that I see.

Hi there! Some upgrades can only be unlocked by finding the item in a chest. I'll post the location below behind spoiler text in case you want to try and find it on your own first :)

This specific item is found in a chest at the beginning of the Rooftops level.
