Can you try changing the raw mouse input option once just to see if it has any affect at all?

Row mouse input については、不具合が起きていたときにいろいろ弄ってみた結果の報告ですね。
とりあえずは、フルスクリーンからウィンドウに戻す作業を行いつつこれまでどおりの通常設定で遊ばせていただこうと思います。

フルスクリーン→ウィンドウ の手順でカーソルの動作をいったん正常に戻しても、「カーソルの挙動に不具合が起こっているウィンドウモードの状態」でゲームが再開されてしまうのが現状です。
この問題が起こり始めた直前にグラフィックボードを新調(GTX750ti→GTX1060(6GB))した旨は以前にもお伝えしたと思いますが、そのへん環境の変化が悪さしているのかもしれません。
場合によっては一度、ゲーム自体の再インストールも試してみたほうがいいかもしれませんね。
他にも不具合が改善するようなことがあれば、またこちらに追加報告させていただこうと思います。
