Yes -- it should have been and add-on (even in place of SotE).
No -- it's not going to have the replay value of ER (especially if it's not moddable).
Unlikely -- it'll have as many "runs" as players are willing to endure.

There's no point in going back and forth on this, beyond simply looking at reviews and relative sales. For neither us are going to fund a RCT (randomised controlled trial) to find out who liked what, any more than Pfizer are going to.
