A "working relationship" with a freeware dev doesn't say a whole lot. It's a simple "yes" or "no" question and well... the official answer doesn't say either. Which sounds a little too dodgey for me at the moment.
Others, of course, can take this as they like.
That's an usual practice on business. Open your mouth and you're breaching a contract, which means legal trouble for you. This is why anyone who publish games here on Steam can't talk about the exact revenue splits, or any terms imposed by Valve outside of those allowed to be publically disclosed, because noone wants to deal with lawyers and courtrooms.
The answer from eigoMANGA sounds like a normal and legit "yes" to me. Again, usual biz talk, which might sound vague to some (and that's normal too). While I get your concerns regarding Sugeno and this whole deal (and we've seen cases in the past where things turned to be outright scams), you need to learn a bit more about business and contractual obligations. If you have a work as an employee of any organization, take a few minutes to read your contract terms - you most likely will find something which involves NDAs and "you should not talk about certain things in public". Yes, it sucks, but that's how things works in this enviromnment.

What else do you freaking want? Sugeno most likely doesn't even have a steam account, and even then he can't write in english, and even THEN you would still believe is not him replying to you.
Would you like him to record himself with all the legal paperwork and with today's newspaper at hand to prove that he's getting his cut?
