PC overheating like mad even on lowest settings.

I've set it to 30FPS maximum, windowed mode, all settings on minimum, 1280 x 960.

I've got a i7-4790k
Radeon R9 Fury (4gb)
24 GB RAM
Two case fans, not using stock CPU cooler, my room is 12'c right now.

And the game IMMEDIATELY sets my PC fans to maximum speed, and temps hit 85'c+ as soon as I'm actually in the game. Standing around idle.

Is the game just extremely poorly optimised? Because my PC can run.. most things on high settings without making any noise what-so-ever.
