Hi guys. I play the game on GOG but I might as well help others on other platforms. A tier 3 skill requires two tier 2 skills. I will give example how it works. Below you can see a chart showing all tier 2 and 3 skills in the game. Let's say you want to create the tier 3 skill Absolute Zero. First you have to pick these four tier 1 skills: Ice Blast, Thunder Strike, Gravity Field and Wind Cutter. It's important that you don't pick any other tier 1 skills! Ultimate (max out) those four tier 1 skills. The fitting tier 2 skills Spark Arrow and Storm Field will eventually show up (in purple color) on the level-up screen and make sure to pick them. Now you have to ultimate these two tier 2 skills also. When that is done, Absolute Zero will eventually show up (in orange color) on the level-up screen and pick it. That's it. Tier 3 skills can also be ultimated for more damage. I hope this helped.

Clock Blades (Spirit + Wind Cutter)
Dark Veil (Gravity Field + Mana Shield)
Fire Ball (Fire Run + Stone Bullet)

Shard (Ice Blast + Mana Orb)
Spark Arrow (Ice Blast + Thunder Strike)
Star Fall (Acid Field + Thunder Strike)
Stone Gaze (Front Slash + Stone Bullet)
Storm Field (Gravity Field + Wind Cutter)
Summon Gunslingers (Mana Orb + Spirit)
Whirlwind (Front Slash + Wind Boomerang)
Wind Blades (Life Seed + Wind Boomerang)

TIER 3 SKILLS
Absolute Zero (Spark Arrow + Storm Field)
Burning Bullet (Fire Ball + Shard)
Flamethrower (Clock Blades + Fire Ball)
Ground Shake (Stone Gaze + Whirlwind)
Summon Angels (Star Fall + Summon Gunslingers)
Will-O'-Wisp (Beam Shot + Wind Blades)

Can you choose passive skills (crit. chance, attack damage, etc)?

Hi Bozz Collin. Yes, you can choose passives. Passives don't take any of your skill slots.

For Will-O'-Wisp, what is the difference between very fast and very swift?
Unfortunately, the rotation speed is not very reliable at blocking bullets...
