I think they use a mobile chipset too, even a weaker one....
I find it not so crazy at all, after I was able to play Portal 2 in High-Def and High Setting on the same device...

Edit:
I started MSI Afterburner to read the FPS while playing.
At my Setting (1280/*720) I get around 48 FPS, Vertical Sync turned on.
So i guess it should run on normal speed. But it doesnt...
Strange thing: After some time of playing, the game starts to run almost at the right speed.
I read that similar problems occured with much stronger, not integrated graphics. May this be a bug?
Also, if you are running your surface pro on battery life or on low performance, switch to high performance. Chances are it's not receiving enough power to actually run the game, i too had that problem on mine. Ori is actually quite power hungry.. .
Do you have a surface too?
I checked my GPU settings and it seemed to run a bit better. Sometimes it works like a charm, one moment later it is slow again...
I was running on battery, now I'm gonna try it plugged in.
Microsoft removed all Power-Modes but Balanced from the Microsoft Surface, but in Intel-Driver Settings i was able to set it up in performance mode.

I set the game resolution to run at 720p and my system resolution around that, as well. The game now runs at what I believe is normal speed, with little to no dips--so long as the SP2 is plugged in. You can run the game at a higher resolution, but you'll want to balance the performance and display for yourself.
Note: If you lower the game resolution and your system resolution is still the default 1080p, the game screen will shrink with black bars all around---it won't upscale to fill your screen.
I prefer to play the game through a larger monitor (projecting through second screen only), but that's mainly because some of the game's design elements are a little small on the SP2's own screen.
I have SP3 i5. If you really want to play this game on the sp, choose the lowest screen resolution for your display. Then again, in game, choose 800:600 or 720p. I found 800:600 give the best game experience. Smooth and still eyes candy. Intel driver or Microsoft driver doesn't make any difference.
here's how you can get the game to run "fast." when you start the game turn vsync ON and change your resolution to the minimal. run or jump around for a couple seconds and you will notice the game will speed up. when you're satisfied with the speed, change your resolution to the next highest setting. repeat the process untill you reach the resolution that you want and it will be fast now.
