It won't tug on your heartstrings, but it'll keep you entertained in other similar ways.
The Trine series are the closest games i can think of that remind me of Ori. I can vouch for Trine 1 and Trine 2 - they are excellent.
They are looking for an emotional, atmospheric game with a good soundtrack and it doesn't have to be a platformer. And in their second post they wrote "I'd rather like something similiar to Ori, you know, sad, emotional."
From this I gather that they are mostly looking for an emotional experience which not many of the games suggested in this thread are. I haven't played Trine, granted, but from what I read and saw it's a fantasy story with not melodrama.
Hey, it still fits 2/3 of the OP's needs.
Thomas Was Alone.

Thomas Was Alone.
Seriously, aide from the art style, which is as different from Ori as can be, and the heavier emphasis on puzzle platforming over athletic platforming, Thomas is the closest to Ori I've seen anything come.
BASTION - One of the best games ever made. It has a VERY good/emotional story and some of the best music EVER... Let alone in just a video game. Buy immediately if u haven't already played it.
Also, have you tried using the tags on the game's store page to search other similar games? Just click on "metroidvania" where the tabs are and it will show you every game within that subgenre.
Guacamelee is another great Metroidvania. The story isn't that great but the gameplay is unmatched!
Also Axiom Verge looks really cool. I haven't played it myself but I plan to one day. Metroidvania's are one of my favourite types of games.
Bastion
Child of Light
Dust: An Elysian Tale
FEZ
Glowfish (Pretty simple game, but calm music and rather enjoyable)
Transistor
Trine (1,2, 2-Goblin Menace. 3 too, but to a much lesser degree than the others)
These are just off the top of my head :)
Story (emotional, preferably with fairly obvious sad overtones)
Music
Atmospheric
I'll second Bastion and especially To the Moon. Although the gameplay elements are weak for TtM. Both tend to go on good sales (well under $5) every now and then. So pick both up come Steam Summer Sale.
Dust an Elysian Tail-Whereas Ori was more focused on platforming, Dust is more focused on combat, but still falls within the same basic genre. There's a LOT more humor than Ori, but the touching parts are still somewhat touching, albeit not as touching as Ori. It's also far more dialogue intensive with 1700+ lines of voiced text spread out between 40+ characters.
Final Fantasy (series)-Most of the Final Fantasy games on PC hit the mark on the three points you listed (in particular FF6-9), BUT many of the PC versions have some noticable flaws (especially UI and art style for FF6) from the porting process.
Undertale-Forget about the fanbase. Forget about the haters. Forget about the hype. I came in merely hoping for a quirky and lighthearted RPG that might be a borderline top10 GotY. I came out emotionally unready to play another RPG (my favorite genre) until nearly four months later.
While overall FAR more outwardly lighthearted than Ori, it easily nailed all three points for me. It's relatively short for an RPG (5-12 hour first run, 1-2 hour on speedruns).
Undertale isn't for everyone, though. So I'll give the same advice I give everyone. Try to go in knowing as LITTLE as possible. Especially do NOT read comments on any Let's Play (not even on the first epsiode).
Just give Steam your $10 and set your alarm for 90-110 minutes from now. Do not be turned off by the first region. The middle of that area was my least favorite part on my first run, too. Just play until the fifth save point (normally 30-90 minutes into the game). Which is the first one without purple walls by it. Should nothing have caught your interest by that time, feel free to refund the game.
EDIT: I forgot to mention Trine 2. Doesn't hit the story/emotional angle, from what I've played anyways. But is is very appealing, both musically and visually.
