How long ago was it since you had a fresh install of windows?
Are you using windows 10 with game mode enabled?
How's that ram feeling?
Is it overclocked?
Does it run an altered precision timer?
Haha, troubleshooting things like this are really difficult, PC's are the work of the devil!

"Randomly?" Do you notice pulses of stuttering on the Campaign Map or is it truly "random" and does not appear to be associated with time, loading of assets as you move, messages, etc? For the campaign map - I know there are at least two "clocks" in-game. (real time/world time) One of them governs events/battle results/dailies/etc and, only if I recall correctly, activities governed by that will often produce a noticeable stutter. But, it's a regularly timed stutter because it's calc'ing a lot of things at one period. If you're always moving on the same terrain with no variable movement speed bonuses for your party, you'd likely experience that at regular, fairly predictable, intervals. It could even be longer if lots of armies are getting their combat results tallied close together. (IRRC, there was some note in a patch awhile ago that might have been an attempt to improve that.)
For Towns, try mucking about with VSync. What display mode are you running the game with? Maybe try changing? (Also, disable the Steam Overlay to see if that helps.)
I wouldn't recommend using Bannerlord's adaptive resolution setting. (or, whatever it's called.) I'd also recommend not using the "Desktop" resolution drop-down choice, but would manually set it to your monitor's native resolution instead.
As always, any mods you're running could be held responsible... It's just impossible to know for sure and just deselecting them will not always fully remove their impact.

After running the game with hardwareinfo64, I found the game is using 98% of my GPU core load. I've tried the lowest settings and the GPU load is always the same. Will continue to try new settings...
Windows 10 install is about 6 months old, RAM is good I don't have these issues with other graphic intense games such as Warzone. Not overclocked anywhere on my PC. Altered precision timer??? Couldn't find anything about that on google.
Ok maybe it isn't random random. The lag stutter is there when moving past other armies, moving near towns, going in/out of towns, doing anything with the menu UI in towns/cities. The player UI also lags after every selection.
Pretty much the game stutters constantly, map movement is smooth when there arent other armies around. Game is only playable during combat.

If the gpu is running at 100% or near 100% means it is not being bottlenecked by your cpu at that time, which is usually how we prefer it to be. So that's good.
Lowering your settings would give you more fps but if the fps is set to unlimited then the graphics card will still chug out as many frames as it can.
I have an RTX2080 where I had to remove one of the two fans because it broke, and because of this I have to put the framelimiter on bannerlord to 100fps because if it goes over that the card gets close to overheating ^^'
Also I do have to ask the standard 101 question of.. How up to date are your graphics drivers?
And afaik the gtx1060 does not support the dlss function which is a shame, I noticed a 40% jump in fps with that on.
The precision timer was not as serious a question as the other ones actually, but it is a thing that exists but that windows 10 unfortunately are not playing very nice with.
Overall it can be seen as a latency factor in your pc. There are a few people playing games like CSGO that swear by it.
Anyway, if you know your average fps in the game and you lower that a bit with the ingame limiter do you still stutter?
Thank you for trying to help me, after setting the frame limit to 100 FPS I was able to get my gpu usage down to 60% which is what I should be expecting. Unfortunately, even with lower gpu usage it seems the issue still persists.
I have adjusted my settings a ♥♥♥♥ ton and made the game "playable".
I haven't been able to reduce map movement lag or menu UI lag at all. Combat is surprisingly the smoothest part of the game.
The worst lag parts is walking near other armies, changing direction of movement, and doing anything with ANY UI. Also any time the game gives me a notification, such as relation increase/decrease.
After many setting adjustments, and research online on the issue. I've come to conclude that the issue revolves around the games UI and notifications. These two areas cause the most lag, but I havent really found any solutions besides rolling back updates which I may consider soon if the developers don't care to fix it.
If for some reason it isn't the UI, it could also be my new RAM, but I don't have this issue with ANY game, such as Warzone, besides this one soo I'd like to believe the RAM is fine.
Any chance you know how far back I should go?

I tried uploading the test.tmcap file, but the site disconnects every time I click upload.
My game never crashes, even with the lag, so im not sure if the crash report would help.
After rolling back, v1.5.8 worked well, v1.5.7 was a little better than that. Those two version had very little map/menu lag for those with the same issue.
I would recommend going back a few months for cleanest version, just have to miss a few of the newer features.
