Home City Issue

When my character's culture is Khuzait, my home city is always a Battania city instead of Khuzait city, is this a common issue for all?

Hope thats the case because this only happen to my Khuzait character, If I create a character in other culture, they tend to have their home home city tie to their culture. But Khuzait character always have a Battania home city, Khuzait is the broken part.
