No one is selling sails or figureheads?

I checked 10 cities docks and not one has any. Also where do i get siege weapons on the ships?

figureheads says they need to be unlocked but ive yet to find out how. as for sails they should be available in some of the southern imperial towns.

Make sure to check what level of shipyard the settlement has. The higher the shipyard level the more upgrades are available. Most of the inner imperial cities i've found have like lvl 2 or 3 right off rip. As for figureheads I've yet to find them but at least I got my sails maxed.

You unlock them from doing certain things in a battle. For me I unlocked a Stugian Deer head for ramming ships and getting "Excellent Ram"

they should give one port in each fraction with lots upgrades

the only port of battania is with pathetic upgrades XD
