The selection of horses and the calculation are actually quite easy...
If you place the mouse cursor on the e.g. Market page of a city about a horse, then you will be shown a small horse information page,
all 4 ungulates that do not support foot soldiers and cannot be used as mounts,
have an icon that says, only beasts of burden... (e.g. donkey...), all mounts have an additional icon that says "mount"
All others can be purchased as an additional foot soldier rider service.
For every 1 foot soldier, 1 additional unused horse is needed in order to be able to claim the entire troop as mounted.
This also means that you are not allowed to (cannot) use the entire load.
If the horse is already full of trade goods or weapons or resources, of course no soldier can sit on the horse anymore.
(Would only cause trouble with the animal welfare association..)
So always keep a close eye on the load..,
However, from a certain number, approx. 50-80 pieces, the horses are viewed and counted as a herd and there is a small map travel speed penalty for bringing a herd with you in the party..
However, this herd penalty is much lower than the travel speed penalty caused by foot soldiers.
because an entire army always travels as fast as the slowest member in the party...
You can view your party info at the bottom right and check whether you have enough free riding horses with you or whether you need more free riding horses... and see all %Bonuse + %Malus
Like action man above says, you need mounts, most likely war mounts as those tend to be a bit rarer early on. The tooltip when you mouse over a mount in your inventory (or the market) will tell you if it is a mount, war mount or a noble mount. Noble mounts are not used in upgrades.
If you're missing some, look for villages that produce horses (they usually sell a few war horses) and the towns they are trade bound to (you can check that by mousing over the village). The towns tend to have better prices, but if I'm using it to improve my troops I generally don't care about the cost.
