How do I use Magic? (THE OLD REALMS MOD)

It's my first time using the "The Old Realms" Mod and I chose a human back round and basically my character started with like 0 magic

BUT, I leveled up using XP books and my Magic level is a 62 but that little spell book thingy at the bottom next to the clans tab isn't there. I have some skills unlocked on the Magic skill tree but I can't even see the spell book.

Is Spells race specific?
Do I have to choose a certain background to use spells?
HELP MEE I WANNA USE SPELLS...
