Report a translation problem
The map used should be based on whatever the nearby fief is. Are you getting random maps every time in the same place? One time a forest, another time a desert/plain?
Sometimes starting in a different area can make the map seem different.
However, the biomes are not uniform. Rather they're moderly complex which gives rise to non-uniform and, sometimes, unexpected maps.
Also, some maps are shared, like the grey-stone canyon. That's a very common one and is routinely generated when you have combat in, or close to, a mountain region. There is a meadow map on which I've fought hundreds of battles.
Also, Stugia does have meadows in many places. It really depends on where you fight. In fact, I'm in game and just took down some Sea Raider bandits near Revyl. The map was a meadow with a spare number of conifers (and a new one for me since I haven't played for a while).
But I've also fought in the canyon map, in various forest maps in the Sturgian area.
So I'm not sure, without pictures, that you're seeing a bug.
What you describe sounds like initial EA behaviour before implementation of the current battle map system.
Currently, there are battle map gaps filled the same map (ie the grassy canyon map) but eventually all maps will be unique. This is part of the reason for delays between patches. The map creation is very time intensive.
