Report a translation problem
Looked at the patch notes again and in a different section I'd missed the first time it says:
""Legendary" items can only be crafted from crafting parts with a combined average tier of 4.5 and higher."
So I think I was just using some low tier parts that had better stats.
Add up the tiers of the component parts. If they total 18 or more, the weapon can be legendary. I say 'can' and not 'will' because RNG percentages still apply.
Not all weapons have 4 component parts. Those with only 3 component parts can never total 18 or more, even with all T5 parts.
And some weapons have 4 component parts, but not all components have T5 parts. Throwing knives are an example. They have 4 components, but the blade and guard only go to T3.
Others that cannot be legendary -- both 1H and 2H axes, both 1H and 2H maces, javelins, daggers, throwing knives, and throwing axes.
You might get a "dull crafted doohickey" or "masterwork crafted wotsit" and so on. If it has just the basic name, it's just a basic weapon of that type. A legendary item will have a name along the lines of "legendary crafted feather duster".
Both the crafting window and your inventory use that naming structure.
Thank god I decided to try looking it up.
