How to cause a rebellion

Is there a way to cause a city to go rebel? I want to basically be the rouge I am playing, and undermine the empire. Then take the towns / castles as mine own one by one.

My thought is to just keep raiding the villages, but looking to see if anyone else has an opinion. Since not all villages have food. Some are just wood and iron.

buy all food from villagers and caravans to provoke an economy collapse in the targeted city, wait for loyalty/food/security to drop. You can accelerate the process by buying all the food in the city too. You don't even need to be at war to do that.
