You could do exactly that. If you don't think you should be able to enjoy a period of peaceful coexistence with your neighbors, why did you negotiate peace with them in the first place.
If you want war, declare a kingdom. I believe you can do it at level 4, unless this last update changed that.
i made peace because i would have lost my fiefs,they were rie in the heart of western empire.i cant even be a merc anymore cuz i own fiefs,nor can i give up the fiefs. Hence my regret in leaving.
