Sure, they have loads of heavy goods, and enough animals to make sure you can't catch them.
Makes sense, right?
There is skills that make your party faster. With enough horses in your inventory it speed up your party speed as well.
In Battanian territory east of Seonon and South-East of Marunath there are these two sort of alcoves with villages. You push a caravan there and you can absolutely catch them when they try to turn back and slip past you.
There are plenty of other spots like that all across the map where you can pull this off if you practice and have a little patience.
